North Korea launch tests Obama's reliance on UN

After North Korea's rocket launch, President Obama and the UN are faced with difficult choices.  Although the U.S. and Japan called for a swift response to the launch, the Security Council has not yet acted, largely due to hesitations by Russia and China. Joe Cirincione said Mr. Obama's foreign-policy team had "no illusions about how long this would take" with Russia and China. "They are looking for sustained collective action, not an immediate slap on the wrist," he said.
