Kenneth Luongo: Confronting twenty-first-century nuclear security realities

To help President Obama meet nuclear disarmament goals, existing arms control treaties and international agreements must be supplemented with new policies and enhanced flexibility because the new policy agenda for addressing twenty-first century nuclear security realities will be difficult to sell in the international community, writes Kenneth  N. Luongo of the Partnership for Global Security. He suggests six key points for overcoming obstacles. One major recommendation is for a global nuclear material security road map that includes measurable benchmarks and proven security upgrades.
