Bargaining chip or gas mask

The Carnegie Council examines the critical and evolving U.S.-Russia relationship in its new program on U.S. Global Engagement. As part of this program, John Isaacs and Travis Sharp of the Ploughshares-funded Center for Arms-Control and Non-Proliferation discuss options for developing missile defense: “Taking into consideration the history of missile defense and its effect on U.S.-Russian relations, the Obama administration may select from two primary options: "The Bargaining Chip" or "The Gas Mask." Alternative options likely exist, but these two appear to be the most viable.”
