In addition to leading Ploughshares Fund grantmaking efforts, Paul is a well-regarded expert on Department of Energy nuclear weapons programs and North Korea. Prior to coming on board in 2000, Paul worked on nuclear weapons issues at the Congressional Office of Technology Assessment, the U.S. Department of Energy and the U.S. Environmental Protection Agency. He has commented and published for The Daily Beast, Hannity, CNN International, AP Radio and Al Jazeera, among others.

Paul has a Bachelor’s degree from Rutgers University and a Masters of Public Policy in National Security Studies from the University of Maryland.
