India to build border fence

After the Mumbai attacks, India is constructing a massive frontier fence as a bulwark against perceived threats from the other side. Major General Dipankar Banerjee of the Ploughshares-funded Institute of Peace and Conflict Studies in New Delhi calls the fence “reflexive mechanisms of state. It's not a source of strength."
