"You have to seriously consider whether it's worth the risk of a provocation," Joe Cirincione [2] told MSNBC's Ed Schultz [3] in an interview Monday, responding to a suggestion that the U.S. consider intercepting a North Korean ship suspected of transporting small arms, in violation of UN sanctions [4]. "It's a high risk move. We don't actually think there are nuclear arms or nuclear-related technology aboard the ship."
