Magical Thinking on North Korea

Leon Sigal, Director of the Ploughshares-funded Northeast Asia Cooperative Security Project at the Social Science Research Council, writes in the Boston Globe that a realistic foreign policy toward North Korea “would begin by recognizing that Pyongyang does not yet have nuclear warheads capable of being delivered by missiles...The only way to get North Korea to reverse course, short of war, is to reconcile with it - ending enmity through robust political, economic and cultural engagement, investment and aid, security assurances, normalization of relations, and, above all, a peace treaty ending the Korean war.”
