Kelly is a program officer at Ploughshares Fund, where she helps ensure that the Fund's resources are directed toward the smartest people with the best ideas for reducing nuclear dangers. Kelly leads grantmaking efforts on U.S. policy toward Iran, and manages a portfolio of investments focused on reducing and resolving conflicts in regions where nuclear weapons are present. Before joing the grantmaking team, Kelly managed special projects and served as assistant to Joe Cirincione.

Prior to joining Ploughshares Fund in 2009, she held positions at the State Department, BusinessWeek and in the office of Senator Herb Kohl. Kelly graduated with honors from Northwestern University with majors in Journalism and Political Science, and her senior thesis, "Inside Terrorist Groups: The Role of Organizational Factors in Terrorist Attacks," was named best undergraduate thesis in Political Science.
