A bipartisan task force proposed that U.S. nuclear weapons laboratories be spun out of the Energy Department [2] to become the center of an independent Agency for National Security Applications. The task force, formed by the Ploughshares-funded Stimson Center [3], recommended making wider use of the labs for other, non-nuclear research to assure "the nation's global science and technology leadership in the 21st century."
