"Later today, the Washington Nuclear Security Summit will conclude by issuing a communique pledging to concentrate the international mind around President Obama’s goal of securing all separated plutonium and highly enriched uranium within four years, in order to prevent nuclear terrorism," writes Spencer Ackerman in the Washington Independent.. And despite the big gestures from countries like Ukraine and Chile to give up their nuclear materials, Jeffrey Lewis, author of the ArmsControlWonk blog  (and a Ploughshares Fund grantee) says that the big achievement will be to get states to adhere to agreements already in place. 'The summit is a forcing mechanism,” he says.  “It causes states to do things for a while.”
