Gordon Adams was Deputy Director of the International Institute for Strategic Studies in London, and served five years as Associate Director for National Security and International Affairs at the Office of Management and Budget as the senior White House budget official for national security. He is a professor of U.S. Foreign Policy at American University and was Director of the George Washington University’s Security Policy Studies Program for seven years. Adams publishes widely on defense and national security policy, the defense policy process, and national security budgets. He has testified before the Congress on defense spending and national security issues. Adams wrote
