 Kelly is a program officer at Ploughshares Fund, and her primary focus area is U.S.-Russia policy. Prior to joining Ploughshares in 2009, she held internships at the State Department, BusinessWeek and in the office of Senator Herb Kohl. Kelly graduated with honors from Northwestern University with majors in Journalism and Political Science, and her senior thesis, "Inside Terrorist Groups: The Role of Organizational Factors in Terrorist Attacks," was named best undergraduate thesis in Political Science.
All countries can – and must – do more to secure nuclear materials. And countries must take action today, not the day after terrorists explode a nuclear device in a major city. Read more »

In a difficult fiscal environment, the United States continues to throw billions of dollars down the drain on missile defense systems.  Instead of making us more secure, the system has limited capabilities to actually protect the United States and its allies.  And it makes Russian (and Chinese) military planners nervous, a situation that could quickly spiral out of control and into a Cold War-esque arms race. Six months ago, the New START Treaty entered into force. The agreement reduced the nuclear arsenals of both nations. But importantly, it also put the former Cold War rivals back on a path of cooperation. Read more »
